The verb meinen (to have an opinion) is used to introduce the opinion that follows in the next clause
 

Ich meine, er kommt morgen.
I guess he’ll come tomorrow.

or to ask someone’s opinion generally.

What do you think?

The expression halten von (to have an opinion about something) is used to ask someone’s opinion about something specific, i.e. the object of the characteristic dative preposition von.
 

Was hältst du von einer Hexenpuppe für Udo?
What do you think of a witch doll for Udo?
 
Was halten Sie von Berlin als Urlaubsziel?
What do you think of Berlin as a vacation spot?
