The verb form hace is used in many weather expressions. These are idioms and should be memorized.
 

¿Qué tiempo hace? What’s the weather like?
Hace buen tiempo. The weather is nice.
Hace mal tiempo. The weather is bad.
Hace frío. It’s cold.
Hace calor. It’s hot.
Hace viento. It’s windy.
Hace sol. It’s sunny.
Hace fresco. It’s cool.

When used with a time expression and a verb in the present tense, (desde) hace means for a certain amount of time: (Desde) Hace un mes estoy en México (‘I have been in Mexico for a month’). When used with the past tense, it means ‘ago’: Lo conocí hace seis años (‘I
